Cop

COP30 marks the 30th gathering of the participants to the United Nations Framework Convention on Climate Change (UNFCCC), which functions as the overarching accord to the Paris accord. This significant event is scheduled to take place in Belém, near the delta of the Amazon basin in the Brazilian Amazon.

Mutirão

Over recent Cops, organizing countries have adopted unique formats modeled after indigenous practices. This custom began in 2011 in Durban, when representatives entered indaba sessions, modeled on a tribal elders' meeting. Following this, Cop28 in Dubai featured its majlis, and COP29 included a qurultay.

At Cop30, attendees will be participate in a mutirão, a Portuguese term originating from the Indigenous Tupi-Guarani language that describes a community coming together to work on a mutual objective.

Forest Conservation Fund

Preserving woodlands intact provides far greater worth to the global community than clearing them, but conventional economic models often ignore this reality. Low-income populations living in woodland regions, along with the administrations of nations with forests, often struggle to resist harvesting these natural assets for immediate benefits through deforestation, livestock grazing or conversion to agriculture.

The Tropical Forest Forever Facility aims to transform these economic incentives by offering compensation to governments and indigenous populations to prevent deforestation. For the Brazilian leader, President Lula, this represents the primary focus for the upcoming conference. He aims the program could expand to a size of $125bn (£95 billion), with $25bn potentially coming from industrialized nations and official bodies, while the majority would be sourced from corporate funding and investment sectors. Currently, the initiative has achieved around $5bn. The UK stands as one major economy that has not provided funding.

Moral Accountability Review

Under the climate treaty, periodic assessments act as the system through which states are monitored for their promises – these stocktakes include an review of development on fulfilling climate goals and identifying what further measures are required. President Lula is utilizing the same principle, but applying it to the moral aspects of Cop: assessing how effectively international environmental measures are serving the disadvantaged, vulnerable communities, native communities and other oppressed peoples, while striving to ensure that they also become the primary beneficiaries of emission reduction efforts.

Toward this objective, the Brazilian government has engaged specialists and institutions from internationally to direct and engage in its ethical stocktake. A study to be discussed at Cop30 will address fairness in climate policy.

Loss and Damage

One of the most contentious issues in climate finance is “loss and damage”. This describes the most severe effects of extreme weather, which are so severe that no amount of preparation can resolve them. Examples include tropical cyclones, the severe flooding that impacted Pakistan in 2022, or the extended water shortages plaguing extensive regions of developing nations.

Rebuilding after such catastrophe can require decades, if even possible, and the public works of low-income nations, crucial systems such as hospitals and schools, and their capacity to boost quality of life can suffer permanent damage. The most vulnerable states, which have played the smallest role in fueling the climate crisis, are most vulnerable.

In the previous years, some analysts characterized climate impacts as a means of restitution for low-income states. However, this was rejected from wealthy and major nations, which refused to sign legal agreements that could potentially leave them liable for long-term impacts. So the debate shifted to framing loss and damage as a type of aid and rebuilding for the nations most affected, addressing broader social and development issues as well as the immediate impacts of environmental emergencies.

Innovative Forms of Finance

Low-income nations demand more than $1tn annually in climate finance; industrialized nations have so far pledged three hundred million dollars. The significant shortfall could be addressed through alternative funding – novel funding streams that could assist in addressing the environmental emergency.

Some of these solutions are obvious – for instance, imposing levies on oil and gas or greenhouse gases. Some states applied windfall taxes on oil and gas during the profit surge for energy corporations that resulted from geopolitical tensions, and even the usually cautious IEA recommended such actions.

A billionaire levy also has broad backing from advocates, though many developed country treasuries are privately hesitant. South America's largest economy has suggested a wealth tax of 2 percent on billionaires that it asserts would raise $250bn and only affect about one hundred households worldwide.

Aviation charges could be created to affect just affluent travelers, or the limited group of the international community who make over one round trip per year. Flight emissions accounts for about three percent of international pollution and is still increasing. Applying a small charge on shipping could similarly produce significant funds, could be straightforward to administer, and is especially important as a large portion of maritime transport are inefficient and polluting, and carry significant amounts of oil and gas around the world.

Another suggestion is to reallocate some of the enormous amounts of public funding that annually go to harmful agricultural practices, promote excessive fishing, or support carbon-intensive sectors.
